Sky Sports channel picture quality is awful. Very blurry and keeps pausing losing picture. It was the same last week. How do I complain please ?

That's because you don't have HD

It would be useful to know which specific Sky Sports channels you're talking about. But if you're not paying the Sky-imposed HD charge, then viewing SD channels on anything other than a 32inch screen is not going to end well.

An SD picture maxes out at 480p, so upscaling it to 1080 is the limit of what you can sensibly expect.
