I currently pay for 3 tivo boxes , I do not use one . Its not connected, can I return it , and only pay for 2 tivo boxes .

If you have one primary & two multiroom boxes on your subscription, you should contact VM on the usual number to renegotiate your package and drop one multiroom box - it's not something you can do via this forum.
If you genuinely have legacy TiVo's and not V6 (running TiVo-software), those aren't normally expected back and can be sensibly recycled
