Looking to join/ last time said would take months

Hi, so my current contract is ending soon, and preferably I'd like to join VM, for the higher broadband speeds ECT

Bit of back story, I tried to join a few years back, the checker that asks for my postcode and address said it was available, had it all setup for the engineer to come out and run the line ECT, they came out, and said there was no where for them to run the line, so they would have to get permission from the council ECT , and estimated a couple months, which with my living situation we can't go without a phoneline ECT for that long 

My question is this, it says my address can have virgin, fine, but is there anyway to find out/ guarantee before I put it through that it can be done when stated, so I'm not without phoneline/internet/ect

    If you place an order do not believe any of VM's proposed go live dates.

    Plan to have the VM Service installed and seen to be active for a month before cancelling with the current ISP.

    If aiming for a back to back change over, expect the VM go live dates to slip ( by weeks )
    and to be quite certain to end up without a home internet connection for an open ended period.

    Getting permission from the Council if it's the usual minor dig on the pavement, only takes a few days. But the permission doesn't last long, so they won't even ask for it until they are ready to work. Any longer delay will be the usual VM disorganisation.
