Hub 3 can I cap device bandwidth?

Hi,

My partner downloads and uploads large files for work.

This causes every other device connected to our internet to stop working entirely (download//upload speeds close to 0)

Is there any way we can cap the download&upload speed for devices so that the bandwidth isn't taken over by a single one?

Are there any alternative methods to solve the problem?

We have virgin media hub3 as our router.

No, VM hubs have very limited network controls. The only answer is to purchase your own router and run in modem mode.
