Vm not honouring a written contract

despite a written (email) contract with order number  VM refuses to honour it, when I rang to complain was told they would give me the same deal with a better broadband speed and would reajust my next bill, and send a a confirmation email with contract, told me it had all gone through, today told it had not gone through and would have to pay more for new contract, and if i wanted to leave despite not having a contract they would charge me a disconnection fee, after telling me they do not lie to customers

I have a contract given through e-mail 17/12/23 with a order reference, say hope you are happy with the new deal, when i rang to find out why they where still charging the same price they said it had not gone through, after telling me how sorry they were was given another contract for the same price with an adjusted bill to take off the over charge and a higher broadband speed, yes it had all gone through with everything sorted and would send confirmation e-mail. No e-mail and when I rang again was told it had not gone through and if i wanted a better deal (same deal) it would cost me an extra £14 plus £25-35 contract with 02 would not tell me what the better deal was, and though i am not in contract they would charge me to leave the call, took over an hour and we are still in deadlock, said the manager would be in touch in next 24 hours, they also told me that on line deals did not always go through, do not think anyone will ring have be lied to twice, does Virgin media make things up as they go along
