Your use of the word "preview" suggests to me you may be using Microsoft Outlook to manage your emails. VM's in house webmail service on their website simply does not have a preview option for attachments, it just has "view" or "download" as options.
Outlook does have an attachment preview option. However, if you are seeing this error message in Outlook then you need to be aware there are some limitations to its preview option - see those here https://support.microsoft.com/en-us/office/preview-attachments-in-outlook
If you are a using a different email app or client rather than Outlook you could do an online search specifically for preview issues with that specific app/client.

Is the attachment viewable file type ?
i.e. Not a virus in a PDF or a DOCX or a zip file or similar that can't displayed.
