Virgin cable?

Yesterday was digging the front up for in process of doing a driveway and came across this which stopped the process till we find out what it is.

Certainly looks like it could be.
Does the cable go into/under the black plastic cover plate at the top of the photo?
Does the black cover have any marking on it such as CATV or company branding?
Do you currently have a VM broadband and/or TV active subscription ?
