Why can't I get a 4 month old fault resolved?

Four months so far and my broadband is still not working. Intermittent service on our phones, email and file server due to a dodgy connection via the superhub on a fixed IP service. None of my engineers are getting their emails and our VOIP phone service is continuously cutting customers off! In early July I was told that the problem is due to a damaged cable under the pavement outside the property and that VM had to apply to the council for permission to do minor excavation works to the footpath. It's still not been arranged and the disruption to our business is becoming intolerable. Is 4 months+ to get permission for a sub-surface repair typical? It does seem ludicrous. According to local authority, they haven't even had any application yet... after 4 months... yes, 4 months... grrr

    As an addition, I am getting the following messages in the router log repeated over and over at random intervals:

    MIMO Event MIMO: Stored MIMO=-1 post cfg file MIMO=-1

    TLV-11 - unrecognized OID

    No Ranging Response received - T3 time-out

    Lost MDD Timeout

    I also get all of these errors reported on each router reboot.

    I'm pretty sure it is as originally diagnosed, a cable issue under the pavement outside the property but is it normal to have to wait for over 4 months for this to be rectified?
