Can I petition VM to lay cables in my street?

I’m moving house soon, and VM is not available in my new street. Nobody offers fibre, infact. There is VM fibre in a neighbouring street around 100m away. The house and street is not new. It’s around 30 years old. Is there any way I can contact VM to lay fibre cables and offer it to my street? They’d be the first fibre in there, so I’d imagine half the street would join.

If it’s a private road it would be a no go. VM might consider it if they got a large enough number of new users signed up before they started work, otherwise it would not be cost justifiable.

What about Altnets?  Or get together and try for a BDUK Voucher as a collective?  Failing that, there is always FTTPoD, but it's expensive !!
