What's happening at VM? Broken systems, incorrect bills

Is something going on? I've had a two bills issued that have been wildly miscalculated. I've had to call VM twice about these to avoid being overcharged, both times the advisors have reported problems with their systems. I then logged a complaint and got a response that barely made sense and included a phone number to call that wouldn't accept calls.
