Sorry to hear of the issues with the HD content on your set top box.
Can you please confirm which channels you're experiencing this issue on?
Do you possibly have any pictures of videos of the content that is suppose to be in HD quality but not broadcasting to this standard?
Does this happen on Live TV, or is this in relation to any Catch Up/On Demand services provided by the broadcaster(s)?
