It's a utilisation issue IMHO. Call it in and see if they acknowledge that and give you a fix date estimate - which in any case will just be a wet finger in the air.

You should start looking at your contract situation and OpenReach options.

I rang up support about it but all they talked about was the upload and download speed and didn't acknowledge anything about overuse.
