Intermittent speed/quality

Hi,  I'm getting intermittent issue with internet connectivity throughout the day.  Is there anything below which indicates my levels might be the cause...?

Your downstream levels are too high.

I suspected they might be but wasn't sure if high enough to cause a problem.
