Hello,
I noticed that my virgin box responds to pings on the Public IP address. Why would it do that and is that a setting I can turn off?

Unless anything has changed since that May 2020 topic (such as hub 3 firmware updates making it possible) then that is correct.
The hub 3 is just a generic and basic ISP-provided device for domestic use. If you want to be able to change anything beyond the hub 3's standard configuration, then you need to put your hub into modem mode and use your own network router which has the features that you require.
Best place for any further queries along that line would be posting a new topic on the 'Networking and Wifi' forum where the tech experts on there will be able to provide detailed advice and suggestions.

For a 2ac you can turn off 'Respond to ICMP echo requests sent to WAN IP'
Don't know about options for other hub versions.

So basically from that link you can't turn off ICMP from the hub. It's usually something you can turn off on devices though?

If you turn off ICMP messages you cannot use a ThinkBroaband monitor. A failure of a ICMP messages does not show wether an IP address exists or not, it is not a security measure.

Turning off ICMP can mitigate a simple DDOS attack, so there's some sense in turning it off if you believe you're at risk of a DDOS attack, but there's other protocols and techniques that can be exploited, which mean that turning off ICMP is only a very partial defence. The attacker would need to know your IP address, and have a motive, because there's resources needed to undertake such an attack.

Noted and all true. It does stop some of the common, garden port scans but it's just something I like to have the choice of turning off. Especially since my Public IP address with virgin does not seem to ever change.
