I cannot disable Web Safe (or do anything else to it, for that matter). Visiting the page presents a yellow warning box stating:
We can't update your Web Safe settings at the moment. Please try again later. Your previous Web Safe settings will remain active."
This has been happening for a few days ever since I switched to Virgin Broadband. How can I resolve this?

Sorry you are having problems with Web Safe.
Virgin are aware of the issues with Web safe and have raised an IT ticket to rectify the problems. It may take a few days more.
I'm just a normal customer here to share my knowledge, I don't work for Virgin Media.
