If you think about it 192.168.100.1 can easily be any IP to access the hub so if VM made the hub in modem mode accessible by 192.168.100.1 and 192.168.0.1 so be it you still get your WAN IP.

But the IP is different for both modem and router mode. the ip changes depending on the mode of the HUB

but what problem is that causing?
the WAN IP is different, but the internal LAN IP is mostly irrelevant.

VM likely wanted to make modem mode easy to access so they added 192.168.0.1 for modem mode so no harm you still get a WAN IP and you can access the hub by 192.168.100.1 and 192.168.0.1 as long as your router is 192.168.1.1/24 to access by 192.168.0.1 when in modem mode.

I use a separate router so it should not be able to use that ip

It does not matter its just a IP to the hub its fine.

 ok I see what you are saying but then why when its in modem mode Virgin are saying its in hub mode
