Damage to cable cover and garden wall when preparing groundwork for neighbour

I've tried several means of getting a response from Virginmedia culminating in posting on this forum. On the 11th November two 'groundwork engineers', working on behalf of Virginmedia and supposedly preparing for my neighbours move to VM, arrived outside my property, smashed apart the cover from my VM cable and concreted it at a distance away from the wall such that no cover can be fitted (or is present). In the process they damaged my wall and left my cable exposed and open to the elements. does anyone have any idea which unit within VM is responsible for fixing this at all?
