Is it standard for installed cable to be c50mm (2”) below the ground and not in a duct? Seems likely to get damaged?

If it's coaxial cable it should be in a conduit, fibre is in an 8mm microduct. Any burying is always shallow - if it's buried at all.

The cable may be laid on or under the ground, bare or in a duct. Or stapled to a fence. It all depends on what the contractor finds easiest on the day.   If there is any actual standard to be followed I don't think it has ever been published.

The RFoG that we have is under the lawn and crosses a soil bed,  50mm would be about the deepest and less as it nears the house. It is quite safe for mowing / car parking. but one would not want to spike the lawn near the fibre run.

"Should" being the word .....   My old and newer repull NTL/VM co-ax are both just buried under the sods in the garden.  Maybe about 50mm at the most.  The Openreach fibre is buried at least 150mm in a plastic coated metal conduit .... Just saying   😉
