I think some of the confusion is that a "ring circuit" is a continuous closed circuit, however in most cases although the power (and lighting) circuits for upstairs and downstairs can be separately isolated by RCD's or fuses in the consumer unit (fuse box) they are actually connected and can be used by PA's - as indeed mine are.  There may be some issues due to noise etc and that would attenuate speeds.  Real problems tend to be when the circuits are truly separated such as can happen when an eleccy wires up a new extension, loft conversion, garage, etc., when they often use a different CU and then PA's dont work.
