I am seeking help for a recurring CATV manhole issue, just outside our property.
First of all here is a 4 second video tells what is happening at the moment.
The manhole cover is generating a metal clank noise every time a vehicle is driven on it.
Unfortunately this is only a few meters away from residential houses, and if a truck or a bus drives on it, the manhole will rock and causing some vibration of the building together with the noise.
The issue has been reported multiple times in the past, with the recent repair just happened this month. However after it was tightened, after 2-3 weeks it becomes loosen again and start to clank.
I don't understand:
- Why the manhole cover has to be a few inches below its surface? Why the lid/cover cannot be even on the road like most other manholes? (There are indeed quite a few down the same road but without the vertical gap.)
- Why this manhole has to be in the middle of the driveway, while the nearby pavement has enough space to hold it?
- Why the lid cannot be tightened up in a permanent way?
- Is there anyway to permanently fix the lid and stop it from clanking every 2 weeks?

If you can’t determine who owns it go back to the county council.

Is there another cable operator installing in the area? The surrounding tarmac looks quite new.
The local council will have records of what is buried in that road.

Sorry I couldn't see that on the cover in the video and just realised there was a photo in an earlier post. It's a unusual cover for CATV though; none of those types in my area. The size of them suggests access shaft and in my area those type of covers are water or sewage access...

According to the email received today from the council, this DOES belong to Virgin Media.

I don't know how to edit / update the first page it seems no options...
We have been pushing local council to put some fix. Last month the council put some tar on top of the sunken cover. But the layer was quick were off due to the heavy traffic and it want back in 3 weeks.

And we have been pushing the council for more permanent fix, and council confirms this is indeed a job for Virgin media.
@Mods Is there any chance this can be looked at again? It's been quite hard to ignore now.

Dear Moderators, I myself am a Virgin Media customer. (Can send you my details via PM) And it's VM's duty by law, to look after your assets on the street.
This has causing issues to your customers well being and safety concern on the road.
By all means you should not ignore this message, ignore your customer's request and your duties on maintenance of your facility.
This does not look good at all!

The cover does indeed have a CATV marking, so VM is responsible. It's most unusual for covers to be on the road, and what happened is that a predecessor of VM built it there (possibly because of lack of access under the narrow pavement for the duct).
