Exposed cable outside my house on the street

Hello,

I have reported three times about an exposed cable on the path outside my house, and each time, I was told that an engineer would fix it. Unfortunately, it hasn't been fixed yet. I am not sure if the cable belongs to me or my neighbour because it is situated in the centre of a joined wall. Nevertheless, it needs to be re-shielded. So it would be great if somebody could finally get an engineer out.

I think you're thinking about the wall box that's connected to my house. This is on the pavement outside my house 100% supposed to be protecting one of Virgin Media's cables..

Like i stated before I'm not sure if it's my cable or next doors regardless it needs fixing.
