How is it, if I want to upgrade I can do that online, but if I want to downgrade, I have to speak to many different people, all of which aren't particularly helpful - or am I missing something on the app?

They want you to call in 

(a) because this makes it more difficult and there's a chance you might give up. 

(b) because it gives them an opportunity to persuade you not to change, or to offer a new deal that will lock you in for another 18 months.
