Scam call using a VM number

I received a scam call this morning on my VM landline, which used a VM number based in Cardiff (according to one of the reverse phone look-up websites) - 02920318021.  

It was a recorded message - along the lines of "Your £80 subscription begins today, press 1 to speak to someone." No indication was given about what/who this "subscription" related to. 

Since it's a VM number, can VM block it?
