Latency & Packet Loss causing drop-outs

Suffering from latency & packet loss way more that usual this past few weeks...  during school/peak hours, latency average can go to 100ms and max above 500ms....   download speeds deteriorate somewhat, but latency is killer for video/audio conversations...  Live quality monitor here...
