Windows Live Mail Error ID: 0x800CCC13
That 0x800CCC13 Microsoft error code is reporting an error within Windows Live Mail itself or very possibly a conflict between WLM and the version of WIndows you are using.
Don't forget that Microsoft discontinued support for Windows Live Mail in 2017 so Microsoft will not have fixed any bugs that have cropped up since then.
However you could take a look here at this old post on the Microsoft support forum https://answers.microsoft.com/en-us/windowslive/forum/all/unable-to-receive-emails The accepted answer in that forum thread suggested running the repair routine on WLM.That was back in 2016 but it might be worth giving it a go.
This is just my personal opinion but I think that you'd do better to move away from WLM to another free email client such as Thunderbird https://www.thunderbird.net . You'll find it more reliable and more secure than WLM

Hi.
Not sure if these settings are identical to what you set up but worth a look.
