In the first instance with these kinds of disputes over cabinet placement, you will need to speak to the local council. (As it is they who have granted permission for the cabinet to be installed where it is currently placed. - It's usually decided and agreed upon based on the existing infrastructure.)
On this basis, it's likely on council property, such as a public footpath, so you will need to discuss this with them first.
If you've already spoken to the council please let us know! We can then send you a PM to get some photos of the placement and contact the relevant team internally.

Hi Moly,
And how I could contact the team that is organising street works? I know there is a plan to lower some cables to facilitate a dropped kerb in London, however, no planning application has been submitted for these works (confirmed by Wandsworth Borough Council) and it is delaying 54 families from moving in into their new homes.
Your help is highly appreciated.

I am so sorry that you have faced this issues with some work outside the property, can I ask what exactly the work that needs completing is? Is there a damaged cable outside or are is there cabling that needs redoing?

Hello Ashleigh,
The location is [removed] SW15 4NN. Your cables are going under the pavement and they need to be "lowered". Apparently this is the last major "roadblock" preventing the building site from completion.
