Upgrades performed over the phone are usually activated more or less straight away, unless part of the regrade requires new equipment, in which it's not usually completed until the new equipment is installed and acivated.
Any other method usually takes a few days, although VM do state that at times in the case of exceptional services may take up to five working days.
Have you tried rebooting your set top box? Sometimes this kicks the regrade in.
