I got set up with ultimate volt bundle 3 weeks ago and it should have come with an o2 sim card however i am still waiting for delivery of this despite recieving all of the contract details.
First thing, have O2 taken money for the first month, or given you any details? If so then you would have to contact O2
If not then it is quite likely Virgin never passed the order to O2 and you would need to contact them in the first instance.
Expect to be passed from pillar to post by Virgin. Once they have a sale they rub their hands and pass the buck

I am sorry you've not received your SIM card. You will need to contact O2 directly with this one and they can send the card out for you.
