Package Changes

Recently just changed my package, my latest bill has been sent and I’ve been charged £13 for changing my contract even though my last contract was coming to an end. Is this normal? Been a customer for 3 years and can’t remember paying this charge before. 

Is there any way I can leave or downgrade on this contract ?

It's possible if you've upgraded to a more expensive price.
