From what I can gather, Virgin Media took over the old Nynex infrastructure. Given there are Nynex floor covers running the entire length of the A56 through Frodsham, aren't you missing a trick not providing broadband and TV to the town?
a cable running though a town is about 1% of the work needed. can the cable carry the capacity? you need to them install cables from that point to every house. Install the boxes fibre converters and amps.
