If you are currently on Full-House, then I'd agree you should be getting these channels, and I'd suggest (in the first instance) following Home > Help & Settings > Help >TV Care > Missing channels.
The packages that have superceded Full House, namely Maxit, does not include the kids channels which are now an optional extra. Quite often if you've changed something else on your package or added/removed some other channels or services, it's possible that you've been moved from Full-House to the newer bundle and (potentially without realising) lost these channels "intentionally". If that's the case, then technically it's not a fault.
