Cooling off period

I'm within my 14 day cooling off period. I called to cancel my services this morning as I'm not really happy with them. I have been told that I need to give 30 days notice and will be charged for the whole time it will be active. While I'm happy to pay for the last 13 days I don't see why I should give notice to leave and therefore pay for something I'm not satisfied with. Is this right? I asked to speak to a manager to get clarification but was told none were available and she couldn't guarantee I would get a callback from one.
