They don’t change the names of bundles. They supersede them with new ones. If you don’t renegotiate each year you won’t be on the best deal, so the onus is on you to chase up or your provider will just assume you are happy as you are. This is true of most businesses.
Loyalty is paying the going rate. Either that or switch provider. New customers will always get the best (mostly loss leading) deals to get them to switch provider. This has been actively encouraged by the industry regulators, as it is considered good for the competitive market the Government wants to have in the sector.
Whether that is best for the consumer is another story.
