I suspect this is a reference to some VOD being static while fast forwarding or rewinding.

Hello

Yes Tevo Box V6 in VOD when you fast-forward  & rewind its a static picture instead of seeing fast-forward frames so you can stop and continue to watch film/soap where you left off i really hope the static picture method dose NOT become the norm!

It has already become the norm.

For any streaming or VOD services that aren't using their own app, then the new IP-based VOD platform that you're referring to, is the new norm and has numerous benefits over the old system that it replaced. Chief among them, it frees up broadcast channels for new services such as UHD channels - and means all VOD services can be easily delivered over the internet.
