Taking a look at the backend of your services, I can see that the downstream power levels entering your property are considerably lower than they should be. This is likely the cause of the problems you've described and would probably need an engineer visit to resolve.
In the meantime, have you ensured that all connections to and from all your equipment are tight and secure? Loose cables can sometimes cause service issues such as this.
