Trying to activate a new V6- vulnerable customer

I’m trying to get a new V6 box connected for a vunerable customer and cannot get through at all to speak to any agent. I’ve been on hold over 2 hours... I hung up and rang the Activation number instead and I’m still on hold for over an hour. 
All I need is to activate the new box as no channels are working. 
mum trying to ring from the landline plus mobile and no answer on any of them.
