Invalid network settings

I keep getting an Invalid Network Settings (C233) error message on TV from V6. No channels whatsoever. My router is also not working (green flashing light). I've reported the problem and supposedly having an engineer coming out tomorrow. I've rebooted the router and by box numerous times to no avail. The thing is the virgin cable box outside the flats is a complete mess with wires everywhere and the cover held on by a cable tie! Is this likely to be the problem?

A complete mess will not cause an issue - just as likely to get a fault in a tidy cable system.
