Tivo/360 box won't turn on

Tivo upgraded to 360 won't turn on - rebooted twice - says welcome then please wait then nothing. Remote flashes white for about 20 seconds then red. New batteries not help

TiVo boxes can't convert to TV360, they require a hardware swap. A V6 can be converted, but they then cease being a V6 and start a new life as TV360. https://www.virginmedia.com/care/tv-fault/which-tv-box 

Has the box ever worked since being converted to TV360?

The following sequence may recover a V6/TV360 stuck in the boot loop.. Turn off the box at switch; then on the box box hold down both the power button and the +button at the same time. Then turn on the box again whilst keeping hold of those buttons for a further 30 seconds. The box should reboot, the power button should turn blue, and it should reset and boot up normally
