unable to dial out of my Samsung

I have had numerous issues with my phone for past three months. Now I can't call out at all. I can receive, but not ring out. Please can someone call me to sort this out ASAP.

Sorry to hear of the issue encountered when attempting to make a call. 

Can you please advise me what happens when you attempt the call?

Does this happen in multiple locations or just one?

Have you attempted to use the sim card in a different handset to bypass any possible handset issue?
