iphone not activated message when replacement sim placed in phone

I recently requested a replacement SIM for my daughter after she managed to get her 6 month old iPhone 11 run over and smashed to pieces. The SIM from the original phone was never found, so the replacement from Virgin was inserted in an old iPhone 6S that we had. The 6S was bought from an Apple store SIM free, so should be unlocked.
However, the SIM has not activated and every now and then the following message pops up "iPhone not activated. Contact your network provider if the problem continues"
She has reset the phone and restored her old backup to it (and restarted the phone multiple times), but this hasn't resolved the issue.
Has anyone had this issue and how did you resolve it?
