My family have two Huawei phones using Virgin mobile. At times, we have no service in the home on either phone when they are in the same location, but when we switch both phones off and restart, one has no service and the other has 3 bars. Why do we need to switch the the phones off to obtain service on one phone? Secondly, why such disparity between the service on these phones?
Sounds like you have really weak signal in your home. Switching off then on again will force the phone to re log into the network. The question is whether the one with 3 bars is finding 2G/ 3G or 4G as they are 3 distinct signals on different frequencies.
You don't say if they are different models. Personally I would start by going into Connections > Mobile Networks and making sure the allowed network type is the same on both. I would also try swapping SIM cards and seeing what happens
