UK mobile number barred!

I cannot call my son's O2 mobile number as Virgin tells me (as I have a £0 allowance for pay numbers to protect against spend) I don't have enough funds. This is the only UK mobile number I cannot dial.

Something is clearly not right on this.

I wonder if there is any advice?
