Spending cap for mobile

I have just got a text message stating I have reached my spending cap of £15.00. My mobile account was reset for the month on 30 January. I have NOT spent anything on my mobile. I have tried ringing on 789, but there is no option for me to talk to an advisor. Please can anybody help as I don't know how to sort this out? Thank you
