im currently in Spain and can receive sms no problem, I can also access internet and Facebook, WhatsApp etc but can’t send an sms or make a call, I have enough data and roaming is active

I'm sorry to hear you're having trouble sending SMS and making calls. Are you getting some sort of error when you try to send an SMS or do you receive an automated message when the call fails?
I understand that you are in a Roam-like-Home country, however can you please let us know if you currently have a spending cap set? If it is set to 0, can you please try setting it to £1 to see if that fixes the issue? This can be done within the My Virgin Media app.
Lastly, have you tried performing a manual network search?

Thanks for coming back. Can you please let us know what error message/automated message you're receiving specifically so it helps us identify what's causing this?
To change your spending cap limit, you can do this via the app under the 'services' option. If you're signing into your My Virgin Media account online, it's under 'account review' and you just need to scroll to the bottom of the page.
