SIM won't work. Out of service

Just been sent a new sim and it does not work.  No one answers phone and no one to chat to.  I cannot use messaging if my sim does not work but I keep being directed that way.  There was a £20 outstanding debt on my account from another number.  I paid the £20 using my visa and my account shows it was paid.  My sim card does not work so the sim was not activated like I was promised.  This has actually ruined my weekend.

Hi, thanks for at least replying. The issue is, I had an outstanding debt for £20, which I paid last week and is showing as paid on my account. The person I spoke to said she would lift the restriction but she has not. 

For any help, I cannot use messaging and I cannot use the app because I need data first and of course I don’t have any because my SIM says out of service. No one picks up the phone when I call so I am completely stuck. Yes, I have taken the SIM out and rebooted my phone, several times but this unnecessary restriction needs lifting. Who can do this for me? This is so frustrating, not to mention upsetting.
