SIM not valid

My mother has received a letter with a new SIM as her old one is soon to be cut off. The phone is an old Nokia. When the new SIM is inserted it’s showing a “SIM not valid”message. My mother is elderly and lives alone, I have tried to contact Virgin but cannot get through. Please help.
