SIM card not arrived

On 1st May I received a text stating that I would receive a new SIM card due to ''network improvements''. The timescale for arrival was stated to be 7 to 10 days. It has not arrived.

I am a little concerned it could have been sent to a previous address (I moved approximately 2 years ago); and re security. 

I have tried phoning and the online help but not been able to get anywhere (except going round in circles!). Cannot get online services to even recognise name, number or any possible e-mail address. 

Please help or advise anyone!?!
