Daughter is in america with virgin mobile, network changed to t-mobile on arrival, she is only using her phone for whatsapp messages, i cant find anywhere what the charges would be, virgin website taking me round in circles, no charges showing on her recent usage but i know it can take a while to come through. There is a 0 spending ability on her account. Any help would be appreciated dont want her to come back to a massive bill

Data usage is very expensive. I would make sure data is off and use WiFi

Good advice from @enlli on this one, best option is to utilise Wi-Fi when outside the EU as some of the charges can be rather large.
If there is a spending cap set on the account, the service would not be available to use, once this cap has been hit.
So for example, if this is set to zero - it wouldn't be possible to run up any charges on the account.
