Replacing stolen handset, order is 'Parked'

Had my Samsung Note 10+ stolen in Spain on Friday night, only 7 months into 36 month contract.  No insurance.

Finally spoke to someone on live chat who blacklisted my phone and advised me to order another handset online (yes, I'll now be paying for two phones) and put my replacement SIM in it when it arrives.

Did this, but my order is 'Parked'.  I have no phone to call them, so have been trying to get through on live chat again.

Does anyone know what the problem is?  Have been with Virgin for 15 years and never had an issue before.

As a side note could you claim on your travel insurance for the stolen phone so at least you will not be paying for 2.

Unfortunately, as I was travelling against FCO advice 🙄, my travel insurance is invalid.
