At the first step of registering for a virgin mobile account it asks for my mobile number 
and mine starts with 08 but it shows an error saying the number is 11 digits and starts with 07.

Sorry to see you're having some issues setting up a mobile account.

If your mobile number starts with 08 it looks like you're a Virgin  IE customer.

Can you try registering here
